Bektur Aliyev is a Kyrgyz financial expert with over 25 years of experience in the banking sector. He currently serves as the Deputy Chairman of the National Bank of the Kyrgyz Republic. He was born on June 24, 1974. In 1996, he graduated from the Kyrgyz National University with a degree in Accounting and Auditing. He later earned a Master of Science in Finance and Investment from Durham University in the United Kingdom in 2001, a law degree from the Kyrgyz-Russian Slavic University, and an Executive MBA from the Quantic School of Business and Technology in the United States.
Mr. Aliyev began his career at the National Bank of the Kyrgyz Republic, progressing from specialist to chief economist. From 2001 to 2022, he held several senior management roles at the Kyrgyz Investment and Credit Bank (KICB), including Head of Banking Operations and Deputy Chairman of the Management Board. In 2023, he was appointed Chairman of the Management
Board of OJSC “Commercial Bank KYRGYZSTAN” (MBANK). In September 2024, he was appointed Deputy Chairman of the National Bank by presidential decree.
Mr. Aliyev is fluent in Kyrgyz, Russian, and English. He is married and has three children. Throughout his career, he has earned a reputation as a highly qualified and strategically minded leader with deep expertise in finance, auditing, risk management, and banking regulation.
